I actually don't think there was anybody wanting to break out- at least no one of substance. All the stars of the Democratic Party who could be where Harris is now are all much too savvy politicians - people like my governor Whitmer, or Gavin Newsome. Even IF Biden hadn't played the GOP and media like fiddles with a small press release on a Sunday evening after the GOP convention and talking heads were done for the day, nobody of substance for the White House wanted to cause chaos.
