The withdrawal was all on trump timetable. The real issue was that Trump negotiated the withdrawal directly with the Taliban cutting out the actual Afghan govt. And that was after forcing the afghan govt to release thousands of taliban prisoners. The Aghan army was thus undermined and simply walked away allowing the taliban to sweep in to Kabul faster than was initially suspected.

Nobody was to blame for the deaths of the US servicepeople nor the 60 Afghans killed by the ISIS suicide bomber. You can't stop a suicide bomber unless you have intelligence (information) about it.
