The whole "pay go" and "need to tax people" or "borrow" money is simply a neoliberal ploy to constantly gut social programs and return us to the 1890s.
I have had a couple brief exchanges with Stephanie Kelton via twitter when I tried to arrange for her to possibly do a presentation in Grand Rapids.
FWIW, MMT does NOT say deficits don't matter. What her primary position is, the way I read her book, is that deficits are just one metric out of many which need to be balanced. Unfortunately now, people look at the deficit as THE metric and crush progressive legislation which would actually benefit people.
