The problem is two fold

Climate change to humans is like the proverbial frog in water which you turn up the heat gradually- the change is not instantaneous like a blizzard or tornado. Humans have an innate inability to see things on the long term time table (which explains why so many americans dispute evolution- the time span is beyond their understanding).

The second factor is that a small group is invested financially in continuouing the status quo and also likely considers that with enough money they can be shielded from the results of change and don't care about the rest of us.
