Agree on the filibuster and the EC. Disagree on RCV.

RCV is designed to effectively drive the vote toward the center rather than the fringes. Partisan closed primaries drive the radicals in each of the major parties. But RCV is opaque in my opinion and also complicated for most voters. A better mechanism would be to just mandate completely open primaries like California has which was recently illustrated by their Senate candidate primary. Let voters completely cross over as desired- this is simpler and still results in a concensus candidate
