You spend a lot of words basically showing now atheism isn't monolithic then bash the entire viewpoint as not doing enough.
Actually most atheists I know including myself DO consider what kind of world we want to live in.
The vast majority I know and interact with are atheists who are secular humanists which informs their world view. There are others who are more libertarian in an Ayn Rand approach-
Either way as you rightly noted but then ignored- atheism merely means without a deity - the next step is found in humanism or libertarianism or some other philosphical outlook.
Just because atheism doesn't automatically wrap the (non)Deity part with a societal world view part doesn't make it not occuring. Theistic approaches have ALWAYS bundled their deity(ies) and society structure in a package.
