I think you are mistaken. Sure there is a lot of garbage on twitter as with any social media site- but what give twitter effectiveness is the immediacy.

Numerous times when I have had a complaint about something or some product and publish my complaint on twitter I have always gotten a response from the company on twitter to direct message them to get it resolved and it WORKED!

Companies have staff that do nothing but surf social media to react to complaints and resolve them
