I think the snookering going on here is your repeated propaganda! Also, just because someone does what they say doesn't mean the action was right or the results are desirable.

And for the purposes of this response we will ignore your "whataboutism" regarding Clintons as not relevant but I will address Obama and the PPACA in a separate response. And we will also disregard Biden who is not yet even in office but is already being undermined by Trump and Trumpublican nefarious activities.

Taxes: First, the personal tax cuts will expire while corporate tax cuts do not. The Trump Tax cut was also a give-away to the wealthy- the largest cuts went to the top % while the bottom third will actually see tax increases. The tax bill also eliminated a lot of deductions people used- especially in blue states. The tax cut also enabled stock buybacks rather than job creation by corporations

Economy: His economy before the pandemic was NOT as good as Obama's. Obama inherited an economy in collapse and despite Republican obstruction the economy greatly improved. Trump inherited this growing economy and stifled it with his chaos. The tax plan did not create jobs as envisioned. More trickle down as usual.

Wipe out ISIS: As of July 2020, per Politifact, Trump deserves some credit, but largely built his approach to ISIS on the plan Obama's team developed. Per the link, ISIS still conducted 600 attacks in the first half of 2020. In addition to this, Trump completely abandoned the Kurds, who had been some of the most effective fighters against ISIS, to the tender mercies of Assad and Putin with the assinine comment that the Kurds 'didn't help us in WW2."

North Korea: Reined in? Hardly. Oct 23rd 2020 and NK has new long range missiles! Trump said "we're not in a war" JEEZUS- So NK develops long range missiles under Trump's watch and he thinks he won because we are not actively in combat with them? We were not in active combat when he took over either though we are still technically at war.

Confront China: Aside from the fact that Trump as well as most people have a misunderstanding about trade and trade deficits, Trump lost the trade war, cost Americans more money due to tariffs, as well as lost farmers (such as soybean farmers) a likely permanent loss of a market to which to sell. "A September 2019 study by Moody’s Analytics found that the trade war had already cost the U.S. economy nearly 300,000 jobs and an estimated 0.3% of real GDP. Numerous studies have found that U.S. companies primarily paid for U.S. tariffs, with the cost estimated at nearly $46 billion. The tariffs forced American companies to accept lower profit margins, cut wages and jobs for U.S. workers, defer potential wage hikes or expansions, and raise prices for American consumers or companies. A spokesperson for the American Farm Bureau stated that “farmers have lost the vast majority of what was once a $24 billion market in China” as a result of Chinese retaliatory actions." Arm Ukraine: NOT a Trump accomplishment- HELLO! He tried to KEEP arms from Ukraine in order to extort them to just pretend to investigate Biden. The money and arms were already slated to go to Ukraine!

Space Force: Stupid action- we didn't need it. This was just for show creating a new military industrial complex branch

Judicial appointments: Well of course he got to appoint a boatload of judges- McConnell obstructed Obama appointments at record numbers including a SCOTUS seat!

POC poverty: Yes it was at historic low though whether that can be attributed to Trump is questionable. But to say it is low is kinda like saying half a loaf is a whole loaf. "In 2019, the share of Blacks in poverty was 1.8 times greater than their share among the general population. Blacks represented 13.2% of the total population in the United States, but 23.8% of the poverty population."

Funding for HBC: Trump signed a bill in Jan-2020 which had been under negotiations in Congress for months. He signed it but he didn't push the legislation. Further, "The White House under Trump has each year proposed steep cuts to higher education and scientific research. And some of those suggested cuts, such as the 2018 White House proposal to restructure and slash TRIO programs by 40 percent, would disproportionately affect HBCU students. Trump also has sought to eliminate the Strengthening Historically Black Colleges program."

Prison Reform: "behind the scenes, the U.S. Department of Justice (DOJ) regularly contravenes the efforts of the criminal justice reform movement. Collected here are a list of those anti-reform actions to date:" (see link)
