I expect Graham will NOT support anything the Democrats put forward.

And they aren't stabbing the Democrats in the back- they are doing it out front!~

But creating a hostile work place isn't conducive to productivity. There was another Medium article I read cited the ability of the VP when acting as "president of the Senate" to control proceedings- I believe that writer was referencing Senate legislative proceedings which I quote a segment below. In short, in my opinion, Harris should be cordial now so that no new rules are enacted which might limit the authority of whomever chairs the Senate. Then, once sworn in to office in January, I would like to see her actually preside over the Senate (which most VPs rarely do) and use her position per the procedures below to play hardball- all she has to do is recognize a Democrat at the opening of a given day's work and the Dems can set the agenda and move bills through and McConnell can't do anything about it.

In short, act nice now to put them off guard and play hardball later when she has the ability to do so. Right now she does not. Tactics, Strategy.

QUOTE

Since any member can technically make a motion to consider legislation or a nomination under the Senate’s rules, being the first to do so enables the majority leader to set the schedule and control the agenda to a limited degree.

Priority of recognition also allows the leader to block votes on undesirable amendments. The ability to be recognized first before other members enables the majority leader to “fill the amendment tree,” or offer the maximum allowable number of amendments to legislation, and file cloture on a bill before other senators have a chance to debate the measure and offer amendments.

The right of recognition is thus the foundation on which leadership power is based in the contemporary Senate.

Yet the majority leader’s priority of recognition ultimately depends on the Vice President.
