Guns get to criminals in a couple ways.

1. They steal them from people who do not secure them well or

2. they buy them on the black market from someone who bought them legally.

We need national gun laws so it is the same across all states. Something like 40% of gunss used in crimes in NYC were shipped in from Virginia and sold on the black market.

Ideas:

ALL guns should be registered with a ballistics print on record-if your gun is stolen you must report it ASAP or face misdemeanor offense. If you gun is used in a crime and discovered and you have not reported it, you face a felony.

And anyone who suffers death or injury from your lack of ability to control your gun can sue you.

2. they buy them on the black market from someone who bought them legally.

Gun owners must register ALL guns they own and these guns must be verified to be IN their possession on a yearly basis.

This will enforce idea 1 above. It will also prevent selling guns to third parties after the sale, losing traceability.

And NO guns can be sold between private owners except in the presence of law enforcement to get the new owner's registration
