Classically tariff will be passed on as added cost of the good being imported. But whether to pass on that added cost in part or whole (or not at all) depends on the level of profit the importer wants to make or retain. Supporters of tariffs argue that tariff will spur domestic manufacturing but that is doubtful across a whole range of products and probably accurate only to some few key products or industries. Having worked in automotive for nearly 30 years, there's no way car visors are going to be manufactured in any volume in the USA rather than Mexico, for example.
